The Failure of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from multiple capitals. Immense energy is expended on managing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from across the border, a ability provided through up-to-date information. From observation points, military aircraft that had been scrambled to engage hostile guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, probably supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes resigned acknowledgment: possibly the approaching threat won't cause damage this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Soon after, a automatic firearm fired at a drone somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: seven people killed, devastation and utility failures in many homes as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on external assistance – a reliance that regional partners are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This trend will, no doubt, persist.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration functions according to a principle understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is impossible to force Russia to relinquish the territory that it already controls in Ukraine's occupied territories.

The issue is that while acknowledging this situation, American administration does minimal to deter Moscow, through words or deeds, from assuming that the status quo will not change more in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but averting a total frontline collapse until circumstances change in its advantage.

Current Realities

Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
